The Delhi High Court on Tuesday directed that the Aam Aadmi Party (AAP) government in the national capital should implement the Prime Minister Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), despite the implementation of the model code of conduct in the run-up to the assembly elections.
PM-ABHIM is a central government scheme that aims to strengthen public health infrastructure to deal with future epidemics and disasters.
A bench of Justices Pratibha Singh and Manmeet Pritam Singh Arora reviewed a suo motu petition from 2017 along with other related petitions related to health infrastructure. Over time, the court has issued several directions to the Delhi government to implement the Dr Sarin Committee report, which focuses on improving and streamlining the city’s health infrastructure.
All India Institute of Medical Sciences (AIIMS) In a report dated December 10, the AIIMS Director said that the scheme was applicable only for the diagnostic lab of Indira Gandhi Hospital, but the Delhi government decided not to implement the scheme. pilot base. The division bench directed the officials of the National Health Mission to hold a meeting in Delhi on December 12 to focus on the implementation of the PM-Abhim scheme.
The court recorded, “The clear position that emerges from the above minutes is that the PM-ABHIM scheme has to be fully implemented to ensure that the residents of Delhi are not deprived of the funds and all the benefits under the said scheme. Clearly, the funds of a scheme are intended to be released for other schemes.” No, as is being claimed, not implementing the PM-ABHIM scheme in Delhi, when 33 states and Union Territories have already implemented it, would not be justified.
“… a model code of conduct, if any, monitored by this court and for the benefit of the citizens of Delhi, will be signed in this MoU,” it added.
The court has also directed to keep the date of next hearing of the MoU on January 13.
