Underlining the importance of focusing on reform, performance and transformation, Prime Minister Narendra Modi urged states to simplify compliance that often leads to harassment of citizens, according to a PMO statement.

Addressing the Fourth National Conference of Chief Secretaries in Delhi on Sunday, Modi said the major benefit of the conference was that ‘Team India’ came together for open-minded discussions and worked together for a developed India, it said.

“The Prime Minister observed that People-Proactive Active Governance (P2G2) is at the heart of our work through which we can achieve the vision of a developed India,” the PMO said in a statement.

In the conference organized from 13th to 15th of November, the topic ‘Promotion of entrepreneurship, employment and skills – utilization of demographic dividend’ was discussed. The conference emphasized manufacturing, services, rural non-agricultural, urban, renewable energy, and circular economy, he said.

The statement said the Prime Minister appreciated the influx of start-ups especially in Tier 2 and 3 cities and asked the states to work to encourage innovation and provide an environment where start-ups can thrive. He asked the states to identify suitable locations for entrepreneurs in small towns and take initiatives to connect them with the banking system, provide logistics and facilitate them.

“The Prime Minister also asked the states to simplify compliance which often leads to harassment of the citizens. He urged the participants that the states should reform the governance model to encourage citizen participation or public participation.

The PM also directed states to explore the concept of Viability Gap Funding for e-waste recycling, saying it is especially important as an increasingly data and tech-driven society will increase digital waste. “Converting e-waste into a useful resource will reduce our dependence on imports of such materials,” it said.
