Outage on Finland-Estonia water power cable, under investigation

Frankfurt, Germany: A power cable connecting Finland and Estonia under the Baltic Sea went out, prompting an investigation, Finnish Prime Minister Petteri Orpo said Wednesday.

Writing in X, Orpo said electricity transmission through the Estlink-2 cable stopped on Wednesday and authorities were “investigating the matter.” He said the disruption would not affect electricity supply in Finland.

Estonian network operator Ellering said the Estonian side has enough spare capacity to meet power requirements, public broadcaster ERR said on its website.

Authorities are on edge about undersea infrastructure in the Baltic. Two data cables, one running between Finland and Germany, the other between Lithuania and Sweden, were cut in November.

Germany’s defense minister said authorities should consider the incident “sabotage”, but did not provide evidence or say who might be responsible. The comments came during a speech in which he discussed the threat of hybrid warfare from Russia.

The Nord Stream natural gas pipelines that once brought natural gas from Russia to Germany were damaged by underwater explosions in September 2022. Authorities have launched a criminal investigation into the vandalism.

The Estlink-2 cable was down for most of this year to repair damage from short circuits that may have been caused by the cable’s complicated condition, ERR reported.
