Four years after the Union government launched a Swamit scheme to digitize property records in rural areas, Prime Minister Narendra Modi will distribute 5.8 lakh property cards providing ‘record of rights’ to over 50,000 village owners in 12 states at a virtual event on Friday. Panchayati Raj Ministry officials said on Wednesday (December 25, 2024).

At least 13 Union ministers will address programs in various states where asset cards will be distributed, officials added.
Swamit Yojana of the Panchayati Raj Department was launched in April 2020 with the aim of recording property rights. The scheme aims to monetize property, help owners get bank loans, reduce property disputes and assist in village level planning. Officials said that now banks have started recognizing property cards for giving loans. In many cases, it has helped women to establish their ownership. This scheme has helped in identifying open spaces, better planning for community development.
In Rajasthan, Union Agriculture Minister Shivraj Singh Chouhan will attend an event in Jodhpur; Union Health Minister JP Nadda will be in Jaipur, Union Environment Minister Bhupendra Yadav in Alwar, Women and Child Development Minister Annapurna Devi in ββKota and Union Law Minister Arjun Ram Meghwal in Bikaner.
In Maharashtra, Union Commerce Minister Piyush Goyal will address a program in Ahilya Nagar, Union Minister of State for Youth Affairs Raksha Nikhil Khadse in Nandurbar and Union Minister of State for Civil Aviation Muralidhar Mohal in Pune.
Union Power Minister Manohar Lal Khattar will address a program in Bathinda, Punjab. Union Communications Minister Jyotiraditya Scindia will be in Guna, Madhya Pradesh; And Union Minister of State for Science Jitendra Singh will be in Kathua, Jammu and Kashmir.
Panchayati Raj Secretary Vivek Bhardwaj said that 2.19 crore property cards (including last installment) have been finalized so far. Further, 92% drone mapping has been done covering about 3.17 lakh out of over 3.44 lakh targeted villages. The targets of the plan are likely to be achieved by 2026.
The scheme has been onboarded by 31 states and union territories. Of these, only Sikkim, Telangana and Tamil Nadu participated in the pilot phase. Telangana and Bihar have their own version of this scheme. West Bengal, Bihar, Nagaland and Meghalaya have not been included in the scheme, which central officials said was a matter of concern.
