In Vijayawada, Andhra Pradesh’s Anti-Corruption Bureau (ACB) has filed a First Information Report (FIR) against IPS officer N Sanjay, former Director General, AP State Disaster Response and Fire Services, and Additional Director General of Police (ADGP), against the crime. Agni-NOC (Automated Governance and NOC Integration) web portal, mobile application and supply of hardware by the Investigation Department (CID) for allegedly manipulating the tender process for awarding development and maintenance contracts.

Along with Mr. Sanjay, the ACB has also named M/s Sauthrika Technology & Infra Pvt Ltd, Vijayawada, and M/s Kritvyap Technologies Pvt Ltd, Hyderabad, and others as co-accused in the case.

The ACB said “the total value of the stolen property, or that involved in the case, is estimated at ₹ 1,75,86,600.”

The case has been filed under Section 13(1)(a) r/w 13(2) and Section 7 of the Prevention of Corruption Act-1988 (as amended in 2018) and Sections 409, 420,477A r/w 120B. Indian Penal Code-1860.

The FIR states, “Mr. Sanjay, in violation of the prevailing procedure, manipulated the tender process for awarding the Agni-NOC contract to M/s Sautrika Technologies and Infra Pvt. The ACB further alleged that “Mr. Sanjay procured 10 laptops from M/s Sautrika Technologies & Infra Pvt Ltd at an exorbitant price of Rs 17,89,784 through e-procurement, which he should have done, without obtaining any competitive quotation.”

The ACB also alleged that “Mr. While working as ADGP of CID in the year 2023, Sanjay along with others manipulated the tender process to award the contract to M/s Kritvyap Technologies Pvt. The investigating agency also mentioned in its complaint that “Kritvyap Technologies was not involved in conducting awareness meetings or workshops for Scheduled Castes/Scheduled Tribes, which were actually conducted by officers of the Regional CID Office.”

Mr. Sanjay allegedly facilitated the payment of ₹ 1,19,03,600 to Kritvyap Technologies “dishonestly and fraudulently. Misappropriated government funds,” the ACB alleged in the FIR.
