Remove the 50 percent limit on reservation and conduct a caste census: Anbumani Ramdas in Parliament

He said that although reservation was given to Scheduled Castes and Scheduled Tribes in proportion to the population, only 27% was given to Other Backward Castes (OBCs) who constituted 63% of the population (52% according to Mandal Commission).

“There is no creamy layer for Scheduled Castes and Scheduled Tribes, right, but only for OBCs. Creamy layer is unconstitutional. Only OBCs are affected by it…,” he added.

Dr. speaking about caste census. Anbumani said the Indian government and state governments were rolling out affirmative action based on old data compiled by the British government in 1931.

He further said: “We need to have modern, up-to-date and relevant statistics for more positive functioning and social status of all the downtrodden sections of our country. All our reservations are based on caste. We need to add a column for OBCs in our census. Why are we hesitating (to take a caste census)?…

Dr. Anbumani said that the Rohini Commission appointed by the Prime Minister brought up the burning issues within the OBCs, which had to be addressed.

“OBCs comprise 2,633 communities. 10 of them have lost 24.9% of jobs and seats in education. 38 OBC communities have lost 25.9% of jobs and seats in education; 102 have lost 24.6% of jobs and seats in education, and 506 have lost 22.3% of jobs and seats in education. % of jobs and seats are taken away.So, 656 communities corner 97.5% of all jobs About 994 OBC communities get only 2.5% jobs and education, while 983 communities don’t even get a single job,” he added.
