New Delhi: Prime Minister Narendra Modi on Sunday said that “people-oriented, proactive governance” (P2G2) is at the heart of his government’s work through which the vision of a “developed India” can be achieved. The Prime Minister called upon the country to unite and work towards a developed India. “If we decide, we will be viksit (Developed) for sure,” he said.
Addressing the Fourth National Conference of Chief Secretaries, the Prime Minister said the biggest benefit of the three-day conference was that “Team India” came together to discuss with an open mind and work together for a developed India.
The conference, held in the national capital from December 13, included discussions around “promoting entrepreneurship, employment and skills — leveraging the demographic dividend”. The conference also focused on manufacturing, services, rural non-agricultural, urban, renewable energy and circular economy as special themes.
“People-oriented, proactive governance is at the heart of our work through which we can achieve the vision of a developed India,” Mr. Modi said.
The Prime Minister lauded the influx of startups, especially in tier two and tier three cities, and asked the states to work to encourage such innovations and provide an environment where startups can thrive.
Mr. Modi asked the states to identify suitable locations for entrepreneurs in small towns and take initiatives to connect them with the banking system, provide logistics and facilitate them.
The Prime Minister also asked states to simplify compliance, which often leads to harassment of citizens. He urged the participants to reform the governance model by states. Public participation or citizen participation.
The Prime Minister said that they should focus on the mantra of reform, action and transformation and emphasized that the people should be informed about the various initiatives of the government.
Talking about the circular economy, the Prime Minister said that the Gobardhan program is now seen as a major source of energy. He says that this initiative will turn waste into wealth and make old cattle an asset rather than a liability.
The Prime Minister directed the states to explore the concepts of Viability Inter Fund for recycling of e-waste.
Regarding the health sector, the Prime Minister urged that under the Fit India movement, obesity should be taken up as a major challenge in India. “Only a fit and healthy India can be a developed India,” he said.
Mr. Modi also opined that India can be made TB free by the end of 2025 and Asha and Anganwadi workers can play a major role in achieving this goal.
The Prime Minister said that old manuscripts are India’s treasure and the state should take steps towards digitizing them using technology.
Appreciating PM GatiShakti as a key enabler for good governance, Mr. Modi said it should be updated regularly and should also include indicators for environmental impacts and disaster-prone areas.
Talking about the ambitious district and ambitious block programme, the Prime Minister said that the skilled officers deployed in these blocks and districts can bring about a massive change in the land level and this will bring great socio-economic benefits.
Talking about the development of cities, Mr. Modi encouraged human resource development to develop cities as centers of economic growth. The Prime Minister emphasized on providing adequate urban housing, which would lead to better productivity in the manufacturing sector in new industrial hubs.
The Prime Minister asked to follow the example of the freedom movement to make every Indian an active participant in achieving the goal of a developed India.
“Men, women and children from all walks of life participated in the freedom struggle despite different circumstances, ideological differences and different means, so every Indian should work towards a developed India by 2047,” the Prime Minister remarked.
